Rory D Stout has been swinging a hammer in Central Oregon for four decades. Five continuously-held Oregon CCB licenses across that career. Zero complaints on file with the Construction Contractors Board across the past ten years. Rory answers the phone. Rory walks the lot. Rory is the one who actually shows up at the jobsite.
Rory has been building in Central Oregon for forty years. The current LLC — Rory D Stout Construction LLC — was formed in 2020, but the career stretches back through four prior Oregon contractor licenses, all in his name, all in the same lane of work.
He's not running a 30-person crew with project managers and a sales team. He's a single owner-operator who does most of the work himself, with a trusted bench of subcontractors he's been working with for years. When you call, you get Rory. When the truck pulls up, Rory is in it. When something needs to be decided on the jobsite, Rory makes the call — not a junior PM relaying a question back to corporate.
That's the model. It's why he can't take 40 projects a year — and it's also why every project gets the attention his reviews describe.

Plenty of contractors in Central Oregon have scaled to multiple crews running multiple jobs simultaneously. There's a real business model in that. There's also a real downside that homeowners run into: the contractor they hired is now the contractor managing the contractor doing their work. The promise of "personal attention" disappears the day the second crew gets added.
That's not the deal here. Rory takes a manageable number of projects at any one time. Three, sometimes four. He's on every jobsite every week. Every change order, every material choice, every inspection — he's the one in the room. It's slower to scale, but it's why the work comes out the way the Angi reviews describe.
It also means we sometimes have to say no, or we have to ask you to wait a few weeks for the next opening. That's the honest tradeoff.
